This letter was prepared at the request of Bruce Schafer to document his involvement in a Oregon Department of General Services contract for a signal project now under contract in the City of Salem.

Mr. Schafer prepared contract documents and designed the system for the signals to be installed at the intersections of Marion and Winter and Center and Winter Streets. Mr. Schafer's work was completed in a timely and professional manner. The bid spread on the 3 low bids, all under budget, was less than eighty-tenths of one percent of the low bid, an indication of clarity of the bid documents.
